The Banking Sector Promotes Public-Private Collaboration in the Fight Against Digital Fraud

Madrid, December 10, 2025. The Spanish Banking Association (AEB), CECA, and the National Union of Credit Cooperatives (Unacc) have taken a fundamental step today in the fight against cybercrime, following a meeting with the Minister of Economy, Trade and Business, Carlos Cuerpo.
The meeting concluded with the creation of a forum to promote effective measures against digital fraud and strengthen cybersecurity. The banking associations will work with the Spanish Association for Digitalization (DigitalEs) to design specific actions to stop cyber scams.
AEB, CECA, and Unacc have proposed some specific initiatives to be evaluated in this forum: they advocate for the creation of multi-sectoral collaboration channels that operate swiftly and with standardized protocols to detect fraud patterns, define early warnings, and coordinate rapid responses. The associations also highlight the need to enhance mechanisms for securely sharing data that contribute to halting cyber scams.
In addition, the banking sector proposes to act against fraudulent phone numbers and web addresses by creating an official repository of suspicious numbers. This aims to advance in line with the Ministerial Order from earlier this year that prohibits unsolicited commercial calls from mobile phones and tightens oversight in this area. They also point to the importance of ensuring the immediate removal of false advertisements on digital platforms.
The banking associations support the need to evaluate regulatory limitations across different sectors to combat digital fraud more effectively. Similarly, they have reiterated the importance of continuing efforts to raise public awareness about risks and to educate on cybersecurity, in collaboration with all economic sectors and public administrations.
This effort aligns with the four awareness and information campaigns launched by the banking sector to promote the safe use of digital platforms, achieving 80 million dissemination impacts in just three years. Currently, AEB, CECA, Unacc, and ASNEF are developing the campaign ‘In the Digital World, Be Equally Concerned’ across media, streaming platforms, and social networks. Moreover, AEB and CECA periodically disseminate awareness messages about cybersecurity on the radio under the slogan ‘The Banking Sector, With You’.
In this regard, the banking associations have reiterated their active commitment to promoting digital training and financial education as pillars to guarantee the safe use of digital tools. In 2023 alone, the sector launched nearly 13,000 financial and digital training activities tailored to the needs of all groups. To centralize this effort, in 2022, ‘Financial and Digital Classroom’ was launched, a platform that brings together over 600 educational initiatives from the sector and has recently added a specific area on cybersecurity with practical tips and expert resources.
In the meeting with the Minister of Economy, Trade and Business, Carlos Cuerpo, representatives from the Spanish Association for Digitalization, financial users, elderly groups, and people with disabilities, along with the Bank of Spain and the Ombudsman, participated, coinciding on the need to strengthen public-private collaboration in light of the increase in digital fraud.
